Of the 88 samples that have tested the audience worth 4,827,966 euros in regular or emergency cases, only 55 patients have delivered treatment bills, while the rest of the patients have not submitted evidence of FSSH-invented treatment.
The financial value for cases that had not delivered the treatment evidence is 446,429. This was due to neglect by the beneficial parties to offer evidence after the treatment carried out regarding the costs, as well as the lack of a binding mechanism that forces the parties to bring the bills for subsidised health services this because the UA does not dedict such an obligation. FSH had consistently undertaken actions to initiate the change of this instruction, but so far this had not been concreteised”, the audience report said.
Lack of a stable and clear strategy for full reasoning of TMJIPSH spending, according to the audience, causes difficulties in irregular management or for non-accepted services
According to Administrative Guide (UA) 03/2017 for Medical Training Out of Public Health Institutions (TMJISHP) Article 5.5 “The Fund's director issues letters of pledge to cover expenses for medical treatment under the criteria specified by this UA”. According to F pledge sheet The SSH pledges fulfillment of the financial obligation to the institution at the moment of completion of administrative procedures on the basis of issuing and billing spending by the institution.
The Health Insurance Fund is the public health insurance institution with the status of the legal person with rights, obligations, responsibilities and specific authorisations for implementing this law on behalf of those provided, including effective collection of financial means for providing health care services from health care services from all forms of ownership.
