Shala shows which candidates for chief prosecutor have had better preference during interview

Gzim Shala from the Kosovo Institute for Justice (IKD) has said the coalition of the Nongovernmental Organisations has found that the position of the evaluation panel in the head of state selection is not real at all, and that, according to him, for Blerim Isufajn, an assessment panel preference has been noted during the interview. According to him, compared to the candidates of [...]
According to him, compared to the other candidates who have been asked additional questions, in the case of Isufaj no such thing has happened, reports the “Justice Trust “.
The 98-point assessment for Blerim Isufajn, Shala has said it is not real, as according to him it is impossible for a candidate to be assessed with this number of points.
This type of high assessment is unrealistic and does not reflect what happened during the process. While monitoring the assessment, we have seen unfair treatment of candidates after there have been candidates that the panel has had greater preference of”, Shala has said.
“From the coalition monitoring, the NGO coalition has found that this position of the rating panel is not real at all, because of the shortcomings that have been found during monitoring and assessment of this process and in relation to the relevant guide for this process, it is almost impossible for these candidates to get this number of points. We understand the independence of the assessment panel to assess the candidates, but this kind of high assessment is definitely unrealistic and does not reflect what happened during the” process, Shala added.
stressed that during the monitoring, not equal treatment has been observed that the rating panel has made to candidates, there has been greater preference, there have been candidates who have been challenged under question, there have been candidates who have not been questioned.
“Panel has only asked general questions to candidates on integrity, leaving some discretion to candidates to assess whether they have integrity or not. The question has been whether you have any cases that violate your integrity and normally that each of them's response has been no”, he said.
According to Shala, candidates have not been challenged with concrete cases which have been raised to the public.
For example, in the case of Blerim Isufaj, no one has been asked about the selection at the top of the SPRK being in conflict of interest, has shown for itself the criminal hint that the Anti-Corruption Agency has put forward, but has not been challenged with other questions about why it has come to this situation which it calls misunderstanding. Also, no questions have been asked about former prosecutor Elez Blakaj's charges of interference in the veterans' case. Nor has Kujtim Munish been asked about some of the cases which have been raised to the public as is the case of the car “Bently”, and also the Sebahate Morina case, in which the Ombudsman and some of the NGOs have concluded that the state prosecutor's inaction violated the right in life”, Shala has said.
Shala added that if the Kosovo Prosecutorial Council (KPK) does not take these recommendations into account and cancel the process, the president of the Republic of Kosovo must ensure that this process has been meritive and fair, as the Constitution and the Law defines.
