According to defence officials, intelligence analysts discovered active digging equipment in Kilju, located in the province of Hamgyong, in a country where a nuclear weapons test was recently conducted in September 2017.
The news comes days after North Korea carried out its first launch of the interccstrian ballistic missile in four years, with leader Kim Jong Un declaring he intends to develop a more powerful means of attack.
The rocket Lansimo was North Korean's 12th weapons test this year. It included long-range Hwasong-17, which analysts believe aims to reach anywhere on the US continent.
The size of the missile suggests it aims to maintain several nuclear heads. North Korea already has missiles that can hold a single head and reach most of the US.
North Korea has conducted six nuclear weapons tests in the past.
