He has warned that Russian troops are shelling the Ukrainian capital of Kiev, and many refugees are fleeing to neighbouring European countries.
He called on all French citizens to leave Ukraine as soon as possible.
Macron said France would continue to seek a ceasefire for the conflict, but added that the country would continue to replace Ukraine's “sovereignty”.
As part of France's efforts, the president said he would continue to try to stay in touch with Russian President Vladimir Putin.
Despite reiterated that France “is not at war with Russia”, Macron warned that many parts of the country's economy would suffer as a result of the invasion of Ukraine and that he has urged the French prime minister to work on an economic recovery plan.
He added that several hundred troops have also been sent to Romania.
“We are turning into a tragedy in history and we need to respond by making historical decisions,” he said.
