According to him, there has been no significant progress by the Russian Army in Kiev and the armed forces have stopped at Hostomel Airport in the northwest of the capital.
He added that a column of between 50 and 60 vehicles was moving toward Izjum, a town in northeastern Kharkiv.
But so far, there is no indication that the Russian army is being strengthened with ammunition or soldiers, he said.
The official also said there were no American military personnel, contractors or civil workers at the US military base in the Ukrainian town of Jaworiv near the Poland border, where at least 35 people were killed in a Russian attack over the weekend.
A $350m military aid package arrived in Ukraine over the weekend, but extra $200m in defence has not yet been sent, the official said, broadcast the BBC.
