ZERE Board Chairman Fyzulah: I understand the citizens' concerns. We've had no other options.

The chairman of the Energy Regulatory Office Board(ZRRE), Ymer Fezullahu, reporting to the Commission for Economics, has provided clarifications to consumers' complaints about recent billing with expensive electricity tariffs on February 9th. Mayor Feyzullahu, responding to the Parliament's deputies for the mode of billing, has said that the calculation of new tariffs from February 9th has been done on the basis of mestar daily consumption for the fattification period.
He said he understands the citizens' concerns, but that's because of the lack of smart diplomats.
Fyzulah: I understand the citizens' concerns. We've had no other options.
And if we had had had had wise dimensions that measured consumption as it does in many European countries, it had been very simple for us. The best possible way in this situation has been to get fat with mestar daily consumption for the fattification period. Is it perfect, in our opinion it's not, but this is the world we operate together. Nothing perfect, that's the best possible way. We understand that some consumers are concerned, but it has been necessary to get the decision into force”, Feyzullahu stressed.
For the latest bills with new tariffs, AAK deputy Pal Lekaj has said that most citizens have been damaged by the way of luck. Until he warned that most citizens would file complaints even in the respective courts.
Lekaj: Most citizens are severely damaged with the latest billing
You've made a decision on February 8th to raise the price of energy, and the bills have come on the 19th of this month, so how do you name it when citizens have doubled to pay not for ten days, but for the entire month? By what form do you estimate that citizens will not be harmed. Because there are citizens who haven't spent a kilowatt in the last ten days, had a closed house, and when the bill came, it happened with an ups and ups. Is there any way we can avoid harming citizens in this regard too? They've been damaged, most have to file complaints in court, because they've been seriously damaged”, he stressed.
In a discussion on how to determine the revenues allowed by operators in the electricity sector, university professor Florin Aliu has expressed his concerns about the manner and methodology of determining revenues for KEDS- KESCO-KOSTT.
The Ali, invited by the Commission for Economics in the quality of the expert, said the formula resulting by 8.3 per cent for the allowed revenues for these companies is incorrect.
Ali: How can two companies at different levels have the same dishonored capital costs
For confirmation of my dilemma, the regulator has used a standard formula for setting the base, is enough to be without WAC level. In recent reports published by the Regulatory Office during extraordinary tariff reviews, it has shown how well-placed capital average for O SS, KEDS and COSTT are at 8.3 per cent. Then how is it possible that two companies at different levels of debt, capital, risk and asset size have the same amount of state capital. Moreover, they pay different interest rates and should have had different cofficients '%Beta '%, while possessing the same WACC”, Aliu stressed.
During reporting on the parliamentary Commission for Economy, Energy Regulatory Office Board Chairman Ymer Fejzullahu called those findings by expert Aliu to the public.
Fejzullahu said that from the 20 countries that are part of the Regional Energy Regulatory Association ( ERRA, 18 countries use this methodology that ZRRE has received.
Feyzulah: expert assessment is disinformation
These debates, which are now four years from now or in the period when the decision is almost over, we consider that they do not contribute to the quality of ZERE reports either, but that the public, since these may be considered dezinforms because I mentioned one of the components exactly is the same. It's subjective to say that the ZERE is ten steps, five steps behind KEDS, and therefore I consider it not to be tolerated, and our institutions should not be assessed by an expert, but by deputies”, Feyzulah stressed.
LDK MP Hykmete Bajrami doubts in the ZRRE the way the revenues are defined for these companies are defined, saying that the ZERE has remained in KED service for years.
Bajrami: There are doubts about the worshipful cost of capital 8.3 per cent
I expected that the ZERE will invite Florin Ali to the next review team, not to give threatening statements, as if you called us 5 steps behind KED. Most citizens in Kosovo think that the ERE has been in service of the private company now and for a long time, this is probably the blame of the ERE that has failed to argue their work enough, so we're also looking for it today. From your statements we got no answers. If you're using a formula that you're saying to 18 other countries where 8.3 per cent for two companies that are completely different, there's a lot to suspect”, Bajrami stressed.
Meanwhile, VV deputy Driton Hyseni stressed that he does not understand why the head of the ZRRE Bod is embarrassed if they have applied the best formula that benefits citizens.
Hyseni: I don't understand why Ymer Fejzullah is embarrassed
The “What you're seeing is a kind of prejudice on the part of the ZRRE Board for comments Professor Aliu gives him. Because I'm seeing the principal, he's a little embarrassed, I don't know why you need to be embarrassed. If you've done your best for the public, you need to be quiet”, he said.
