Minister of Internal Affairs Xhelal Svecla has submitted to Kosovo Assembly deputies, the Bill for Public Officials, for which he has said it is the result of time requirements. He has said it is necessary for the public administration to open for young people, professionals and diaspora, and according to him this bill allows this through recruiting procedures.
At the Assembly session, he has said the same is being done to address the needs of the administration and has been completed along with all interest parties.
This bill is the result of time requirements, is being done to address the needs of the administration, has been completed along with the interest parties, but during all phases, and has been brought here to the assembly as a common institutional product that creates solutions to the stagnation the administration has brought about over the years. It is important that each of us, along with the treatment of this bill, have in mind that one thing, the closed recruits and the parallel movement of which has been the administration so far have not really allowed officials to advance into their professional career and target managerial positions”, he said.
The interior minister has said women should be more involved in the management levels in public administration.
Let's have in mind that we have only 17 women at a high level of leadership from a total of 86 positions, we have 73 women at the medium management level of 456 positions, 5 out of 40 women at the low management level of 1774 positions, and the professional level we have only 4388 women out of 11 thousand and 509 civil servants, said the Interior Minister.
Svechla has said that the government's focus is reforming the administration and creating opportunities for all.
It is necessary for public administration to open for our young, professional and diaspora, and that this bill allows this through the recruiting procedures for which it has predicted that they will be held through open and public competitions for all levels. So with the adoption of this bill, all will have the opportunity to apply and be part of public administration if they meet the criteria through a process guaranteeing meritocracy. And this guarantee is possible because the most sensitive process of recruiting is envisioned to be done through digitalisation as a method that provides transparency, meritocracy and effectiveness”, he added.
