Part of the leaders have arrived in the Albanian capital on Monday -- one of them, Kosovo President Vjosa Osmani.
Serbian President Aleksandar Vucic, though he stated a few days ago that he would not come to the summit, Monday afternoon revealed he would travel to Tirana.
Because of the summit's development, state police have stepped up security measures by reforming the capital. Under security management measures, several roads will be completely blocked and a security perimeter set up, which began operating on December 5th at 2: 00 p.m.
Meanwhile, a protest will take place next to the summit, called by the Democratic Party. The head of this political force, Sali Berisha, has said the protest will be held at 12:00 before the prime minister.
Although police have not given permission to protest, Berisha has declared that the opposition people will fill Tirana's streets and squares.
