Speaking at a year-long conference with Russia's military chiefs and President Vladimir Putin, he said the number should include 695 thousand volunteers under contract.
Shoigu also proposed increasing the age range for Russian mandatory military service to cover Russian citizens aged 21-30.
Under current law, Russians aged 18-27 could be called up for mandatory military service, although Shoigu and Putin have repeatedly said such recruits are not being sent to fight in Ukraine, writes The Guardian.
