Kosovo President Vjosa Osmani has confirmed this, which has said they will join the United States' emissari for the Western Balkans, Gabriel Escobar.
“Yes, I believe in the first part of January will come to Kosovo. I believe at that meeting the U.S. Emissary” will join, she declared.
The purpose of their visit, the president has confirmed, is to intensify dialogue and reach an agreement between Kosovo and Serbia.
Commenting on Serbia's demands for association, Osmani has said international factors have not urged Kosovo to go out of the constitution.
The country's president, Vjosa Osmani, has talked today about the Association of Serb-run municipalities Serbia is seeking.
She has stressed that municipalities can join each other in the form of NGOs.
The “for association has an article in this 2015 document that requires that it must be passed through the Constitutional Court and that is like some kind of precondition for self-enforcement. So by respecting the Constitutional decision, we are respecting the accord itself”, it has declared in Kosovo Clan.
The “Association as you know it is seen as an opportunity even in the current laws of the Republic of Kosovo without changing what were adopted a decade ago. They see that municipalities can join one another in the form of NGOs, where they then lobbi for more rights at central level”.
According to her, association cannot be one-ethnic and cannot have executive competencies.
The “which is perfectly normal because the same does the Kosovo Communist Association now. But the Constitutional Court has clarified that when municipalities are united in association, they cannot be one-ethnic, they cannot have executive competencies because the Constitution of Kosovo does not allow such a thing”, Osmani President told television.
