The scandalous analysis academy spends over 1m euros from state budget within the year

The Kosovo Assembly a few days ago adopted the budget for 2023, where it cost the Academy exactly 1,196,159 euros. Of them, 715,159 euros are planned for subsidies and transfers, 320,000 euros for goods and services, 156,000 euros in wages and wages and 5,000 euros for municipal services, writes Periscope.

Unlike past years, however, neither this year nor in the weather has any money planned for capital projects.

In the Kosovo budget document, 20 people are found as full-time employees from 08:00 at the Kosovo Academy of Sciences and Arts, which as a position has employees for administrative, professional and technical services. Except for the director, their organogram is followed by the academy's secretary, the director of the budget and finance, the director of the Library and Archives department, the procurement director, certificate officials, senior officer for publications, drivers, etc.

Based on the budget set aside for 2023 (paga and hired), their salary is brought about 700 euros a month.

This institution, led by academic Mehmet Kraja, is not very transparent with the public in terms of annual spending. There is no concrete report published on its official website for this purpose. Even last year's work report is not published at all, since the latest update is only with that of 2020.

Based on other budgetary categories, the work of sections, researchers institutes, other research centres, government bodies work, international co-operation, regular publishing and periodic activity, enriching the library fund, permanent monthly rewards of regular members and Academy members, additions to performing certain functions at the academy, permanent monthly salaries for employed in professional services, technical and Academy maintenance.

A SHAK has 24 regular - academic members, and 15 more conglomerate. Likewise, A The US has 18 members.

The regular member and member of the country's permanent-standing Academy are entitled to a permanent monthly reward. This is also determined with the law on A SHAK.

The academy also has deputies. One of them, regular member, is Kujtim Shala, deputy from LDK ranks. This one has a published annual award from the Academy. For example, in the wealth declaration he made in March 2022, he wrote that 17,841.24 euros is this reward. He declared the same amount in 2021.

ZKA has published this year's summer audit report on last year's Academy finances.

During the audit, tests have shown that improvements in management and reporting of assets under 1,000 euros are needed. It is known that the regulation for management of non-financial property in budgetary organisations, devaluation of assets becomes according to the direct approach. Riches should be valued in view of the devaluation that has been collected from the moment of the purchase of property. The devaluation is estimated on monthly grounds, the property is not depreciated for the month of purchase, and all non-financial and non-capital assets will undergo devaluation rates.

“SHAK should ensure that depreciation rates have been applied for all assets so that their presentation on the PFV is complete and accurate”, the ZKA wrote.
