In reasoning (i), the Board has had no right because the region where candidates come from should not be taken into consideration, because the two candidates are the most permanent resident in Kosovo, even though Mujka comes from Mitrovica.

Luan Hoti, the candidate who today would be the EC in “Iber Lepencı, but who was later withdrawn, was named head of “Bus station” in Pristina in January 2019, and was later discharged from the Board in October of the same year. Periscop couldn't get an answer from Hoti during the day to learn more about his departure because he learned that he was a winner. But it remains to be seen whether this was any of his calculations with central power so that he could be transferred to another position and released for Mujka.
