Pristina municipality director signed construction permits for the company he owned (Dok)

Director Arber Sadiki has signed a construction permit for the multi-resident and business building “1” + B+S+5+Ph, which is being established in the neighbourhood of Matti 1H in Pristina. The investor is the “Maloku Group” shpk from Pristina. It turns out that drafting construction documentation /the main project for the building has made the company “G + A Architects”. So this has made ready all the documentation for the construction permit application, and then taking it.

The permit was granted in a record term, after the application was made on April 21st, 2022, and was released on June 24th.

Sadiki has been appointed director in Pristina on January 18th, 2022, while the property declaration has been made at the Anti-Corruption Agency after a month. It says it owns 50 percent of the shares in the company. “G+A Architscts”.

Contacted by Periscope, director Sadiku claims he is not at odds with the interest, for he has claimed to have dropped the stake in this company.

At least officially, the shares have not been withdrawn immediately, as the director says, after his appointment. This is after the declaration of property was made at the end of February and he says he has given up on how he became director (in January).

However, based on the Business Record Agency data - ARBK, this company was registered in 2018 and owner /actionary with 100 percent of its figure share, Besian Sinan, who is also the manager. Although Sadiku says that he has given up his share on the business page, he is the contact person while figuring out his phone number and email addresses.

“G+A Archicht” also has its site on the social Facebook network, and the last post it was made there last year, where the director Sadiki figures along with Joy Sadiki. It says these two are also founders of the company.

In March of this year, the company “G + A Architects” It has linked a contract with the University of Pristina, titled “Establishment of Building Projects, Additional Objects, Renovation and Professional Review of Construction from Stability and Upset of UP8x1>. During the realism of this contract, the winning tender company will also have to deal with its former owner, Arber Sadiki, where since most buildings are located in Pristina and to receive a permit, it must be issued by Pristina urbanism.

Periscop has asked the UP to know who the professional staff submitted in the offer “G+A Archich” which will be engaged in this project, and this institution has provided access to the offer of the bidding company with which it has contracted.

At the staff presented professionally, which will do the drafting, project supervision, the first on the list is the architect's name, Arber Sadiki.

As a result, this means Sadiku will draw up projects for the Uphaw buildings, which will then be granted permission.

On the other hand, although he says he has resigned as a shareholder to the company as soon as he takes office in January 2022, the March contract on the UPI shows he is the main leader of all jobs there.

If, actually Besian Sinani figures as a shareholder with a 100 percent stake in ARBK at the company “G+A Architscts”, in the offer for UP, Sinan has been presented only as a worker at this company, with which the contract was contracted in 2019 indefinitely.

Is there a conflict of interest in this case?

So, according to the law, the director Sadiku has transferred the shares to the trusted person, and this same trusted person has received permission to build by Arber Sadiku.

Article 9 of this law speaks of “The actions forbidden for the top public official”. “1.
