The municipalities hope the government won't get the money from its own revenues.

The Kosovo government in the budget bill, which has passed its first reading in the Kosovo Assembly, has seen the unexplored means of municipalities return to the state budget. But in the Kosovo Communist Association, they hope the central level will not take the means from the municipalities from its own revenues because it will violate the law on public finance management, the one for local finances, but the European charter on local self-government.

Sahan Ibrahimi from the AKK has told Kosova Prees that despite the challenges, blockades and problems that municipalities have faced this year with the central level guilt, they will spend over 50% of the capital investment means that, like %s, is better than the central level has spent on %s for capital investments.

Otherwise, the Kosovo Assembly has in principle approved Kosovo's budget of 3 billion and 212m euros for 2023, where 660 million are dedicated to local governance and municipalities, with an increase of about 100m euros, up from 560 in 2022. With this division, however, some of the municipal leaders have expressed disappointment.

For the budget bill, the complaints were the Association of Kosovo municipalities, where municipalities have said in 2020 they accepted 21.7% of budgetary means from Kosovo's budget. In 2021, 22.1%, and in 2022 this has dropped to 19.6. While in 2023, it will be 20.5%.

In terms of this bill, the Government has been charged by the Association of Communists and political parties, even in terms of financial autonomy of municipalities, as it is pre-arranged that the means unexplored by the preliminary year become part of the Kosovo Fund.
