KDI: MPs missed more than 1700 times in sessions

The Kosovo Democratic Institute (KDI) estimates that the Kosovo Assembly has shown a positive performance this year by adopting 111 bills, or completed 69% of legislative planning. But according to KDI, the challenge remains the planning of work and the absences of MPs at the hearings.

While presenting the assessment on the quality of the Parliament's work during 2022, researcher Arber Thaci has said that the fulfillment of the legislative agenda has affected the fact that the parliamentary majority is not made up of coalitions.

“Diku about 69% of legislative planning has been completed, meaning that some 151 bills, which include legislative planning, have been adopted 111 in sense, in terms of numbers, represent a remarkable achievement of parliament and at the same time its work. This may be said to have been helped by the fact that we have dealt with a parliamentary majority of solid and not composed of coalitions”, he said.

But, according to him, the impasses entered the lack of more organised and more systematic parliamentary work in terms of planning the legislative agenda.

Thaci has added that he has encountered in charge of the parliamentary agenda, holding many sessions within a day.

Among the impasses or shortcomings which the Assembly has manifested during 2022 there is the absence of MPs. MPs, under a KDI estimate, have been missing over 1700 times through the full year. In this registry, that is, the feature of the shortages holds a significant boycott that the Serb List or the party that is representing the Serb community is making institutions now and several months, and it is understood that this number has been slightly influenced by the absence that Serb MPs are making to the Assembly”, he has said.

Also, the shortcomings have been praised by the parliamentary debate, which, according to KDI, is oriented to dispute and non-revisor treatment of the bills.

The “Oposi once tried to contribute to the political process in parliament through offering proposals and giving their opinions, but the power has not had much willingness to assess those opinions or opposition contributions”, he added.

According to KDI, the adoption of the new constitution regulation, the living process for the creation of the Bureau for the verification and co-ordination of unwarranted property, as well as the Bill on Funding Political Subjects, have been the most distinguished initiatives this year.

Also, KDI estimates that a better management of the Assembly hearings has been made and the merits for this have been directed by Chairman Glauk Konjufca, who, according to them, sought to promote co-operation between position and opposition.
