Joseph: Barricades were removed to be restored

Tensions in northern Kosovo have not been overcome in a way to ensure stability, but rather to invite continued instability, says Edward P. Joseph, legalist at Johns Hopkins University in Washington and former deputy head of O'S mission The SEU in Kosovo. “We can expect a specific calm for a while, until Aleksandar Vuciq [...]

We can expect a specific calm for a while until Aleksandar Vuciq decides he needs a crisis in Kosovo again. Above all, he wants to preserve the lever he has over Kosovo, because it preserves his power”, says Joseph, adding that while the “Vucik” does not understand, there will be no progress for Kosovo, Serbia itself and its democracy and the entire region.

These barricades, which are fortunately removed, are just metaphors, because there are giant barricades between Serbia and Kosovo. There is also ʹbarricada) in relations between Serbia and the European Union (BE). These ʹbarricada) serve as ʹure between Serbia and Russia”, Joseph points out, for Radio Free Europe in the Serbian language.

“Barricades are removed in such a way that they can be settled again very easily. So this is not a good solution. There is another evidence of how Aleksandar Vucinic manipulates the US and the EU using the power lever Serbia has over Kosovo.

Vuciq claims he has won the victory by freeing police Officer Dejan Pantic and having fulfilled the promise that KFOR will not allow Kosovo police to enter the north. Why is this problematic? Of course, barricades have been removed, but it is not good that such tactics are rewarded.

So if you establish barricades, you can reap benefits. And we all know what is currently the main issue in northern Kosovo, and also Serbs there, including some of them that I met in September in Pristina.

The main issue is the rule of law in that area. Therefore, it is also a problem for Serbs in northern Kosovo, and not only for institutions in Pristina to try to expand their control in that region. More precisely, the question arises who is in charge of law enforcement”, he says.

For twenty days in a row, thirteen barricades imposed over time blocked the free movement of citizens in northern Kosovo. The Serbs began removing them, only after the former Serbian police officer, arrested for terrorism, Dejan Pantic, was released to house arrest.
