Also, this next step taken by Hungary further exacerbates disputes over rule of law in the country and the views of Prime Minister Viktor Orban on the invasion of Ukraine by Russia.
Following Hungary's decision, Tuomas Saarrenheimo, chairman of the EU Council's Economic and Financial Committee, said in the end an agreement was found on formulas allowing a flexible and quick way to distribute funds in Ukraine without radically changing the way the EU manages funds.
The 27 EU countries now have until December 19th to make a decision.
