The fire broke out in a seven-story residential block in Vaulx-en-Vullin in the early hours of Friday, according to Interior Minister Gerald Darman.
About 180 firefighters participated and a safety cord was established.
A photo of the scene was posted in social media by the minister's delegate for cities and shelter, Olivier Klein.
The cause of the fire is unknown at this stage, he said.
