Exactly 46, 283, 48 euros is the amount of tools that can be lost to MMPHI's budget due to a misdemeanor that made the winning companies the procurement of this ministry ahead of Nexhat Krasniqi for the tender: “for the maintenance of the national and regional roads of Kosovo for 2022”.
The projected value of the tender is 3.596 710.00 euros and has to do with the asphalting of several disfigured layers on regional and national roads, and the tender is divided into three tears. The winners have been announced for all three parts, but their ranking through tears has been made in a way that damages the state budget in favour of economic operators.
Initially, this procurement activity was initiated on April 6th. Bids have opened in June.
In a race of 23 contestants, the MMPHI Accounting Authority with the date of 21.10.2022 had made a decision on recommendation for operators' contracts: Lot1, “RSM Company” shpk & “Kosovo Asfat”. The offer has been 774, 878, 15 euros.
Lot 2 has been rewarded “shpk; “Lica Company” more offer 1, 247, 604, 62 euros.
Lot 3, “Bujar Shaban B. I; “via Egnatia” shpk “Bagheri” more expensive offer 558, 126, 58.

After this ministry decision had been issued, the request for review had submitted several companies, considering that the assessment of bids was not fair.
The ministry decided to accept the request for review and suspended the procurement procedure to address complaints. It turned the tender into re-evaluation again.
After retaining it for the second time at a time of about two months, three days ago, on December 13, 2022, the ministry's procurement has issued a new decision on contracts for all three parts.
After the re-evaluation, companies that had won the first time have been held accountable even the second time, in addition to the preservation “Lika Trade> & “Lika Comerc”, which has been eliminated and replaced with the subsumption “Rahovica Comerc<5> KPS, “Linda”
If first time the RSM Company & Kosovo Asflatt was recommended for contract with Lot 1 with a value offer of 774,878,15 eurosAfter reevaluating, it is recommended for a contract with Lot 2 with a valid offer of 1, 093, 383,95 euros.
First time, B.B.A. Company Via Egnatia Shrik, Bager 1 shpk was recommended for a contract at Lot 3 with a valuable offer of 585,126,58 eurosAfter reevaluation, it is recommended for a tear-one contract with a valid offer of 783257,36 euros.

So since the surveyed companies have been declared responsible and those for tear 1 and tears 3 have competed for three parts at different prices, their ranking is not done properly, and that causes budget damage of about 50 thousand euros.
What would be the order to avoid losing funds?
Since the same companies have been deemed responsible, and now such companies have been deemed “Rahovica Comerc”, the ranking should be so.
Lot:1 “ 819, 886,93 euro.
Lot: 2 RSM Company<x0) 1, 093, 383, 95 euros.
“Buyar Shaban BI” & “via Egnatia” Prize 585, 126, 58 euros.
Total 2, 498, 396 euros, or 46 thousand euros cheaper than the order the ministry has made.
