EU: Elections held only if there are peaceful conditions

European Union for Foreign Policy spokesman Peter Stano has said that “should be taken into account all security factors”.
When the organisation of partial elections in the north is considered, Kosovo authorities must carefully take into account all security, administrative and political factors to ensure that the elections are inclusive and are held only under peaceful conditions”, Stano claimed.
He has also stated that the EU condemns “violent attacks in northern Kosovo”.
“The EU calls on all sides to refrain from any provocative action and to restore peace immediately”, Stano's statement to the AP said at the end.
Unlike the EU, which does not require postponement, but peaceful conditions for elections, the United States of America are already convinced that those conditions cannot be made.
“The US are concerned there are no conditions at this time for holding elections this month in northern Kosovo. The security of all Kosovo citizens must be the highest priority. We expect all involved to adhere to”, the ambassador's tweet reads.
Unlike the American ambassador, Kosovo Interior Minister Jalal Svecla is convinced that Kosovo has enough capacities to organise elections in the north.
“I am convinced that police have the necessary capacity to ensure all democratic processes in Kosovo. For more, normally, the responsible institutions -- the presidency, the CEC -- that prepares the plan and then addresses the president, for whatever alternative they present”, Svecla said at the media conference.
The capacity the minister is talking about was not much distributed Tuesday, when municipal election officials, although under police escorts, were not allowed to hold work in their offices.
Gathering in front of offices, crowds, among them in disguise, prevented the process of work.
