According to foreign media, the new package of sanctions was finalised by ambassadors in the margins of an EU leaders' summit in Brussels.
The final text has not yet been published since it must first be sent and formally approved by all EU capitals, but is expected to become public Friday.
The Commission's proposal, published last week, planned that 200 individuals and other Russian subjects be hit with asset freezes and travel bans.
These include government ministers, lawmakers, regional governors, political parties and other subjects, including the armed forces.
Meanwhile, leaders approved an 18 billion-euro macro-financial assistance package for Ukraine for 2023 to ensure that Kiev can cover state deficits and keep the economy functioning as it continues to fight Russian invasion.
To finance assistance and lend Kiev at a very concessional rate, the EU will increase the common debt -- a proposal that initially faced resistance from Hungary.
But Budapest removed its veto earlier this week after EU countries agreed to allow the amount of EU funds that has frozen under the new rule of law mechanism from 7.5 billion euros to 6.3 billion euros.
