According to them, in such situations when the situation in those municipalities is out of control, holding elections is virtually impossible.
KDI senior researcher Eugen Cakoli says the elections are absurd to hold elections in a country where there are more police forces than voters.
Although it says criminal groups must be fought, elections in that part must be postponed.
It is absolutely clear that elections cannot be held in a country where there are more police forces than potentially interested voters. Despite dealing with criminal groups there and which are causing incidents of violence and normally that the approach of the Government should be in their fight, again when it comes to such a sensitive electoral process in the north, where, first of all, we don't have candidates from the Serb community except for two, it would be practically difficult to organise elections, and I believe that the ideal solution and only in this situation is to postpone the” elections, Cackolli said.
Calcolly doesn't view CEC calls correctly for their officials to be in office at the time when bombs and shootings are dropped.
According to Calcol, security institutions should have long been given a security assessment if the election process can be held.
I actually believe that the main problem at this moment is the race between institutions to find a conviction to which the responsibilities for failing this election process would be attributed. On the one hand, the CEC and the election management institutions have said that if there is security, elections would be organised, but such a conclusion given by the CEC office in Pristina, while the commissioners there face gun attacks is far from correct. On the other hand, the security institutions are still unclear why there are so much delay to release security assessment, since it is clear that one side cannot hold elections in this situation and on the other can no longer have more security forces engaged than commissioners and voters and candidates in the election”.
And attorney Musa Damatti says of Online Economy that the situation in the country's north is fragile for many reasons. Lack of institutions according to Damatti has caused such a situation in that part.
Damatt recommends becoming a professional assessment of the situation, and conforming it to action. He says holding elections in that part should only be done without the lives of citizens being endangered.
Kosovo's “North has turned into an extremely sensitive political arena and security aspect, and apparently is being used by Belgrade's policy in certain cases, both from opanents and within Kosovo on campaign issues and political poets, thereby putting the security of Kosovo citizens at risk, which would have to serve as the cause and as the point of the agenda, so protecting the lives and security of citizens in that part. The situation in that part, of course, is fragile, with an extremely large institutional vacuum”, Damatat told EO.
The election organisation is a democratic process, which happens in any democratic country but in the fragile situation we are in, I think it should become a much more professional analistic assessment from security structures and, based on it, be done. So without risking the lives of Kosovo citizens”, Damati said away.
