Former Finance Minister Hykmete Bajrami has said the budget for 2023 does not address the needs of citizens and the challenges facing the country.
Bajrami has said the budget is neither properly distributed nor reflects government promises.
In an interview for Online Economy, LDK deputy, there have been objections to Article 6 of this budget bill, which says that self-incomes collected prior to the 2022 fiscal year, become part of the Kosovo Fund in the banking balance.
She called it unconstitutional.
Bajrami's other critics are also the amount of tools within the ministry's accounts and the Economic Resurrection Fund. According to her, there's no information on how to use it.
We've tried to extend our remarks. For us, the budget does not compensate for the inflation rate, and you know that this year citizens of the country are facing a high inflation rate and looking from this perspective at all budgetary voices in nominal terms are rising, but to say the truth is all smaller than the inflation rate. What we have noted is not transparency, within the Ministry of Finance, Labour and Transference, there are approximately 270m euros which are within the ministry's accounts and the Economic Resurrection Fund, funds that none of the MPs know how to use, so there are no projects, no plans and no vision, and those that remain during 2023, the Finance Ministry decide how to spend <x1, Bajrami said.
The LDK MP has said it is normal for each year to have budget increases. According to her, such growth has also occurred during the time of the pandemic, when there was a total closure. But in fact, Bajrami says budget growth cannot be found if compared to the high rate of inflation.
Bajrami has also criticised the government for leaving 677m euros unexplored.
While for the government's warnings that it will take over unexplored personal means to municipalities, Bajrami calls it unconstitutional. He says if this article doesn't leave the budget bill, the same will be sent to the Constitutional Court.
In the end, LDK deputy has said her party will not vote on the budget for 2023.
