Former Albanian Minister Splits His Life

But who is Dr. Star Camby?

Ylli Cabir was born in the town of Elbasan and graduated from the University of Tirana at the Faculty of Engineering. Postgraduate studies were conducted in France at “Paris XI” University. Win “Excellent” from the French university for his study of Albanian Ph.D. Until 1988 he left as: Director of the Institute of Studies and Siderural Designs, later Director of the Council of Ministers, Council of Foreign Co-operation Adviser and Deputy Foreign Trade Minister.

It has conducted various studies in almost every area, such as in government, co-ordination of foreign assistance, decentralisation of power, territorial division, reform performance, poverty and inequality, employment, education, professional formations, etc. He has co-operated with all donors present in Albania and has contributed to Balkan countries with short-term consultancy contracts. Leading experts from the United Nations Development Programme Human Development Reports for Albania and Kosovo. He was a member of the Albanian-American Foundation board selected by President Obama's staff.

Science Doctor Ylli Cabiri has taken the title “Honoris Causa” of the University of Elbasan and is a member of the University of “Steering Board Alexander Juwani”.
