The government was to remain in Vlora until January 1914, though with authority practically exclusively within the city.
But on December 4th, Vlora was struck with artillery by the Greek fleet that had blocked the port. Greek troops also occupied the island of Saban, controlling access to the port of Vlora and breaking off Albania-Italy communication cable, the country's only link to the outside world.
