The Berlin Process is launching a empowerment with Chancellor Olof Scholz, who led today's Summit, with whom we discussed many topics especially about energy and regional co-operation, but above all, signed three agreements that have been negotiated for two years. It's about the agreement, which makes the recognition of the qualifications of higher education institutions and the other agreement on recognition of professional qualifications, where there are three professions in question; doctors, dentists and architects, which is in line with EU directives. Since these three agreements are international among the six states, it now follows ratification in parliaments apart from BiH and thus seizes it from Pristina to Sarajevo and from Sarajevo to Pristina, it will only be traveled with IDs that are very happy news for the citizens of our two countries. At the same time with the rotary leadership that starts with the Republic of Albania, that is, the upcoming Berlin Process Summit will be held in Tirana, we are very happy that the empowerment of this process has been given to Chancellor Scholz in the Balkans and that it will show the increased attention and close observation and continued assistance Berlin and Brussels and the entire EU for the countries of the Western Balkans. We need to make many reforms so that the common regional market is followed by other agreements that build a further four fundamental freedoms of people, goods and capital services and thus bring our region to the EU towards integration and membership there.

The Republic of Kosovo will apply for EU membership this year, the more it is known that it has been over 6 years since an association stabilisation agreement has been signed by our country and on the other side in the coming year becomes 20 years from the famous Thessaloniki Summit.

I don't believe there are dilemmas we need any other options, except the Berlin Process. The Berlin process is the only real mechanism for EU membership. We all need the European and democratic Balkans, which is open to Brussels, Berlin, Paris, Rome, London and Washington, but of course it is not open to various eastern and northeastern authorities. Therefore, we can say that the Berlin Process is pictureing the Balkans' European path to a democratic and European Balkans. When the Balkans are European and democratic, of course it is properly open and who it is.

Franco-German nomination

The options, the models that are being presented in a recent way are undoubtedly an advance, since it's being made into the concept, universal notions, such as territorial integrity, sovereignty, independence, equality; and so I think it's good for the future agreement between Kosovo and Serbia that our conviction should be final, for full normalisation, and it certainly has mutual recognition at the center. It's early to say what she's going to do at the end, but I believe that there's an appropriate movement from so-called settlement agreements that change into sui-generis options in countless details that are subject to equally countless interpretations and that often misunderstandings, to an agreement that is based on European values. For an agreement between Kosovo and Serbia, we do not need super specific solutions to problems, but we need a comprehensive framework agreement based on European values. That is both fair and good for all, but I would say useful for Kosovo. The Kosovo government will not make any agreement that violates territorial integrity, sovereignty, our country's independence. In this case, I would like to stress that every time Brussels calls for our next meetings, Pristina is ready. We want symmetric dialogue based on European values and of course others need strategies on how to get to what is inevitable to us, and that's mutual recognition at the centre.

Kurt's statement after rejecting US request for extension of license fees

Now, the 10-month extension can't be a delay. Push can be three weeks, three months or two months. But in this case we haven't been pushing because we're on our own right and at the same time we've expressed understanding of European and American concerns about the possibilities of the security site's vulnerability. We also want to avoid compromising in the application of the right law and good government decisions, but also avoid violating peace and security, and we have done so with the decision we have made. It has started implementation on November 1st, but has not started on November 1st with license plates seized. So we've made equally different approaches and a sequence in action that we believe is the best way forward. With the United States, we are constantly in contact with our embassy, especially, but also live with the American Department. There is no decision that causes a sense of peace and security that we do not beforehand inform our partners in Washington and Brussels. So they know our attitude in advance. Of course it doesn't mean that we agree every time, everywhere for every detail because our government is the government of a sovereign country and so do the United States.
