The Qatar World 2022 takes another few days to begin, while the host country appears to be in the final phase of the job.

Beyond the fact that they're going to have to accommodate in containers what seems even more normal is the price the fans will have to pay to stay there.
Full $207 will pay every fan for one night's stay in the container, too high for such accommodation conditions.
