Ukraine had sought weapons to help in the fight against Russia, but the Pentagon refused.
American officials were reportedly concerned that securing fears could escalate conflict and signal that America was supplying weapons able to target positions within Russia.
Western officials have refused to get involved directly in the conflict to avoid a full fight with Russia.
Last week, the U.S. announced an additional $400 million military assistance to Ukraine.
This included the renovation of T-72 tanks and missiles for HAWK air defence systems.
