The report is based on monitoring of the United Nations team, which has interviewed more than 100 prisoners of war on each side of the conflict since April.
Mission Monitoring Team Chairman Mathilda Bogner said at a conference in Geneva that most Ukrainian prisoners they interviewed, held by Russian forces, reported torture and mistreatment. It provided examples of dog attacks, executions, electrical shocks, and sexual violence.
“We also documented cases of mistreatment of Russian prisoners of war in the Dnepropetrovska region and in some pretrial objects, including so-called welcoming remarks. We received claims of prolonged exile in informal detention sites, such as the cellars of guards or military headquarters”, she reported.
Asked about the extent of abuses in both war camps, she said the mistreatment of Ukrainian prisoners by Russians was systematic, but not systematic for Russian soldiers from Ukrainians.
Interviews with Ukrainian detainees were conducted after their release, as Russia did not provide investigators access to detention sites, while Ukraine granted confidential access to prisoners of war in exile countries where they spoke to them.
