According to authorities, 23 of the 43 people who were on the plane have been saved and sent to the hospital.
The two pilots survived the crash and spoke to local authorities from the cabin, but authorities have said later that both may have died.
Rescue teams and local fishermen are trying to rescue people still trapped on the plane.
As a reason for the plane crash, bad weather has been mentioned.
Part of the airport's runway in Bucoba is near the shores of Lake Victoria, at once the largest lake in Africa.
