Shacir Totaj responds to the director who resigned

Honored citizens of the Prizren municipality,

Through social networks yesterday, I was informed that the Director of Social Goodness has resigned from her current post.

Mrs. Vjollca Kabashi thanks for the work she has done and the contribution she has made from her appointment to office since January until now.

Since the lady in question, she has set up several institutions, I would like to inform the public opinion of what the truth is.

From her appointment until yesterday, the current performance has left much to wish for and there has been a huge gap between what was expected by Mrs. Vjollca and her, as she actually performed.

• We had a serious deficit in vision and in understanding its role as manager and therefore unable to manage and organise works in the Directorate that led it.
• Lack of good communication skills, poor management of time, non-co-operation with fellow directors, and the mayor's cabinet have seriously jeopardised meeting objectives and tasks.

So I consider it important that public opinion in Prizren be informed directly about the issue raised:

One of the relevant criteria for local government performance assessments is the percentage of the budget spent within the year.

By law, by respecting the procedures that are regulated, it is permitted for financial means in the “Mallra category and Service” to be transferred by a director who cannot spend, to another director.

I've requested that directors cooperate among themselves and those directors who have tools they can't use to transfer to the directorate of “Public services”, since that director needs tools and they could be exploited.

We have had opportunities to access the Public Services Directorate without a problem from other directors because the law permits it.

The Director of Social Goodness has refused to comply with my request and procedures that would enable means to be used and not tested because it would have a negative impact on the assessment of local government performance.

The lady in question has raised doubts about the integrity of the staff and director of the Public Services, and without any argument, has raised doubts about my integrity as the mayor of Prizren!

I assure you, the institutions about whether an unfair payment at all does not stand.

The Treasury Procedures are very rigorous, and if they were not right, it would not be possible to continue finalising financial means.

If the director was convinced that the payment was illegal, he could resign and not sign it at all!

As a result of recent days in Prizren, many positive developments have occurred:

Roma language vote as official language;

A positive KDI assessment of the municipality's performance, including transparency and budgetary hearings;

The transit road project is ahead of completion as well as many other projects.

That's why I want to replay and assure you:

A lack of professionalism,

The inability to realise the objectives of local government,

The lack of co-operation with the rest of the staff, including directors and members of the Chairman's cabinet, will not be tolerated.

Protecting the public interest of Prizren City, through good performance there is no alternative.
