Some services in northern Mitrovica filed, citizens complain

The deputy chairman of the Municipal Assembly in northern Mitrovica, Skender Sadiku, has said that citizens in this area are panicking because services have been suspended in some institutions for them. Ikiballe Sylejmani, a citizen in northern Mitrovica who has turned to the Centre for Social Affairs there to complete its documentation, which provides social assistance of 70 euros, has been turned back from officials, saying they cannot provide services.

That is what Asamblist Skender Sadiku, who says that she is now under threat even the little help she has received so far. And according to him, this is not the only case when citizens are facing the Serb decision to leave all institutions.

However, Sadiku says the situation in the north of the country is calm but far from normal.

“Citizen Ikballe Sylejmani, who until the 8th, has gathered the documentation to hand it over, was Monday when officials, since within the municipality there are also offices for social affairs, the official told him he needed a document when he left Tuesday he found it closed, and the official who is from the Serb community has told him he's sorry, but from now we can't provide services and she's just panic. You can imagine when a 70-euro social assistance and she's at risk, it's not for drugs. On November 5th, Serbs in the country's north made the decision to leave Kosovo's central and local institutions, rejecting the start of implementing the government's decision to convert plates from illegal to those in the Republic of Kosovo.

Led by the Serbian List, northern Serbs have surrendered their resignations this week.

Sadiku has said that institutions in the north, such as the Kosovo Police and the judiciary, are functioning but with extremely limited capacities.

“We have been affected by vital institutions, so it is the Centre for Unfunctional Social Work, dysfunctional firefighters and all those who have been in the system of the Republic of Kosovo have resigned. Politicians have the right to do blockades, it's fair for them to do rude things, but in the divided power it's painful that the judiciary, it's painful that those who are called upon to defend public order and tranquillity have resigned, especially painful, is when civil servants in the fullest sense are in the service of the people. You can imagine how far it has gone when firemen have resigned, you can imagine if a house burning occurs in the northern Mitrovica municipality there is no fireman”, he said.

But the removal of Serbs from Kosovo institutions, according to him, does not turn out to be voluntary, since many employees under anonymity have given various confessions that they have been forced to resign and that the decision was taken by the Serbian List.

The threats have been not only in this moment in the long run, but they're so scared they don't even get to give it away. I hope that even the Serb community behind these things will be democratised, we hope that there will be a calm and peace that even the Serb community needs, because we are here minorities, you can imagine if the majority community has trouble with how we feel about the rest of us, he added.

With the resignation of the mayors of four municipalities in northern Kosovo, the way has been cleared for the announcement of elections there. The president has even invited political parties for consultation on Monday for the election date.

Sadiku is skeptical about the election body there in what has been created.

All members of the Serb community's Central Election Commission are resigned, I don't know who can organise those members of the Serb community as far as I know the law won't enable. But the sad thing is that someone has to maintain security in northern Mitrovica municipalities, there is no capacity, police capacities are not as numerous as they can provide security for elections. Political election parties may be prepared, work for elections, work for citizens Initiative, we're willing not to say that even tomorrow the election comes, but maybe the election theme should be approved and the topic of elections to look for it when there are signals of normalisation, when there are signals of calm that are afraid of opening up the subject after the theme”, Sadiku said.

Since 1999, about 9,000 vehicles with illegal license plates are in circulation in northern Kosovo. /xp
