The meeting will take place just two days after a meeting that has resulted without agreement between Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, regarding the license issue.
EU High Representative for Foreign Policy and Security Josep Borrell has particularly blamed the Kosovo side for failing to reach the agreement.
At the request of the United States, Kurti has been pushing the implementation of the second phase of the decision to reregister cars with Serbian illegal license plates to the Kosovo Republic for 48 hours.
He has said Tuesday that US Ambassador Jeffrey Havenier is very committed to finding a solution to the issue of Serbian illegal plates.
The United States wants 48 more hours for yesterday's approach to be converted into agreement today or tomorrow. We're making the maximum effort. I don't think we're in the hours when we need to talk about new delays, we need to talk about maximum intensity, so that within 48 hours we can have the deal as we intended in Brussels, not limiting ourselves to issues such as license plates”.
The second phase envisions the pronunciation of 150-euro fines for citizens who circulate by vehicles with such plates.
US Ambassador to Kosovo Jeffrey Hovenier has said he has requested this postponement to allow European and American officials to engage with Kosovo and Serbia to find solutions to the issue.
Kurti has said that since the November 21st 8th meeting, he has not been in contact with European officials over the license plate issue.

On November 21st, European Union for Foreign Policy and Security spokesman Peter Stano has said he is false to any claim that the European Union is giving up the proposal to normalise relations between Kosovo and Serbia, which, according to him, is supported by Germany, France and the United States.
Serbian President Aleksandar Vuciq has said after the meeting that the Serbian side will respect “calla and requirements” of the European top diplomat, Borrell, who brokered the talks.
Proposal of the fine is part of the Kosovo Government's decision to reregister cars with Serbian illegal license plates at the RKS Republic of Kosovo.
The first phase envisioned reproof, the second envisions the pronunciation of the fine, and is later designed to set up some proving plates.
Under the Government's decision, after April 21st, there should be no more cars in Kosovo with such plates leaving Serbian authorities.
Serbia, which has issued illegal license plates to Kosovo Serbs since post-war in 1999, opposes this plan by insisting on neutral plates to Kosovo status.
As a result of mounting tensions, Kosovo's northern Serbs, where cars with illegal license plates mainly circulated, have resigned from Kosovo institutions.
Kosovo and Serbia have launched negotiations on normalising relations in 2011, with the European Union's mediation.
The negotiations process is expected to end with legally binding agreement.
