According to Osmani, the Serbian side discusses at the table with provisions and obstacles.
This is how they try to block Kosovo's perspective in the region and at the international level. Kosovo's president has said Serbia has started producing crisis months ago, when, according to her, the European Union, supported by the United States, France and Germany, have come up with a proposal for resolving disputes between the two countries.
The proposal she cited publicly known as the Franco-German plan reportedly envisions several steps that would lead to the resolution of problems between Pristina and Belgrade.
Lately, the European Union has started to refer to it as the “proposal of Brussels”.
Our “interest is the opposite, so that discussions start as soon as possible”, Osmani said, adding that he hopes the EU will send the message to Serbia that it can no longer block the process.
The existence of the EU proposal has been confirmed by both Kosovo leaders and those of Serbia.
In Kosovo it is seen as a good <x0 base> for further discussions under the dialogue for normalising relations with Serbia, which is mediated by the EU. In Serbia, however, they have said this plan is not in its favour.
Earlier, Serbian President Aleksandar Vuciq has declared that the plan envisions Serbia not to prevent Kosovo from membership in international organisations, including the United Nations, in exchange for accelerating its EU membership.

Tensions between Kosovo and Serbia have been high since summer, due to a decision by the Government of Kosovo to reregister cars with Serbian license plates at the RKS Republic of Kosovo.
In November, the two countries have reached agreement on plates, under European Union mediation.
The agreement envisions Kosovo suspending the plan for car reregisteration and for Serbia to no longer issue Serbian license plates to citizens in Kosovo.
Kosovo and Serbia have launched negotiations on normalising relations in 2011, with the European Union's mediation.
The negotiations process is expected to end with legally binding agreement.
Although Kosovo claims that this agreement should include mutual recognition, Serbia refuses, insisting on <x0 compromise resolution”.
