Reuters news agency, citing two European diplomats, said the meeting is held on the basis of Article 4 of the NATO Treaty.
According to this article, member states can raise concern when they feel that their <x0 territorial integrity, political independence or security is at stake.
The United States and Western allies said they are investigating reports of the blasts in Poland to determine the origin of the missiles.

Poland put its army on increased alert after the emergency meeting its National Security Council held.
“There has been a decision to establish the state of readiness of several combat units and other uniformised services”, Polish Government spokesman Piotr Mueller told reporters.
While Ukraine blamed Russia for the event in Poland, Russia denied its missiles have hit Polish territory, saying the reports are “a deliberate provocation” to scale the situation.
