He said Wednesday he is sincerely hoping a solution will be found to escalate tensions, as he added he hopes to work towards normalising relations.
“Conversations are continuing”, he wrote.
The meeting is under way two days after a meeting that has resulted without agreement between Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, over the issue of license plates.
EU High Representative for Foreign Policy and Security Josep Borrell has particularly blamed Kosovo for failing to reach the agreement.

My sense of hope is that we will manage to find a solution today to de-scalate the tensions on the ground and work towards the normalization of relations.
