How much is the Law on Noterina being implemented in Kosovo?

This report points out that Kosovo's 16 municipalities lack notary offices, not respecting criteria for a (1) notary, in ten (10) thousand inhabitants.
The report further notes that uncertainty exists in legal provisions, which seem to have wrongly seen the possibility of proving notary documents drafted by a third party.
The justice ministry is also noted that it does not do regular inspections at notary offices to control the activity and legitimacy of notary services in Kosovo, as well as there is no such system for storing non-narial acts.
