What's going on at Kurti Vucinq meeting? Three hours pass, still negotiating

Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq have been reunited in Brussels, following another stalemate in northern Kosovo, following the launch of implementation of the decision to convert illegally issued plates from Serbia.

Prior to the start of the meeting, the European Union has published images from the room where EU High Representative Josep Borrell and Special Representative for Kosovo Dialogue Miroslav Lajcak stand as mediator.

Before entering the negotiations, Kurti and Vuciq had separate meetings with European representatives.

Kurt had a few - minute conversation with Borrell, which was broadcast live to close the doors for the media later.

Before the meetings, Kurt seemed relaxed and exchanged some jokes with European representatives.

Vuciqi's attendance, as seen in the brief, was different. Vuciq held a formal photo meeting, with EU representatives, without many words and faces, which looked grim.

Then a video was released before the start of a joint meeting.

The two Balkan leaders were losing sight of and did not communicate among themselves, in those minutes that the media were getting views from the meeting.

Kurti had several classified files ahead, while Vuciq appeared to have not been charged with numerous documents.

The last time Kurti and Vuciq met in Brussels was on August 18th, following tensions on July 31st and before the end of the month's deadline for implementing the license decision and reciprocity in documents for “access to”.

Even that meeting had lasted several hours, with no results declared that day.

Later, Prime Minister Kurti has indicated that he has given a proposal on what the general agreement between Kosovo and Serbia should look like.

Today's meeting has been called on the last day when the second phase of implementation of the Targa decision would begin. Today, then, on November 21st, there has been a start in providing fines for Kosovo's citizens, who drive with illegally issued license plates from Serbia.

Kosovo police have announced Sunday that the phase of providing fines for illegal license plates owners will start tomorrow, Tuesday, November 22nd.
