The parties understand that all past agreements must be implemented, the EU statement said.
Borrell has confirmed that the next few days will be invited to discuss full normalisation. He has said he can stop negotiating if the parties block the process.

Brussels, November 23, 2022
Under EU unification, the parties have agreed on measures to avoid further escalation and to fully focus, with the urgency, on the proposal for normalisation of relations, as presented this September by the EU facilitator and supported by France and Germany.
This means that Serbia will stop issuing plates with the appointments of Kosovo cities and that Kosovo will cease any further action regarding the reregisterment of vehicles.
The EU will ensure that key issues and principles regarding normalisation will be addressed in the context of the proposal. The parties agreed that past Dialogue Agreements should be implemented.
I will invite the parties in the coming days to discuss the next steps under the proposal aimed at presenting results by the Special Group for normalisation with Kosovo and up-to-date in Chapter 35 for Serbia. In the event of obstruction by each Paul, the EU relief device could complete the process.
EU Special Representative Miroslav Lajek and I will continue to facilitate the process of normalising relations and updateing EU member states and partners regularly for progress achieved by the parties.
