The controversial visit comes just days after Xi strengthened his power and as tensions are high between the West and Beijing on issues ranging from Taiwan to alleged human rights abuses.
Scholz and the delegation of business executives were tested for COVID-19 after their arrival.
The German leader will also hold talks with Prime Minister Li Keziang on a day's journey.
Xi said the visit by Scholz will boost mutual understanding and trust, deepen practical co-operation in various fields, and create sound plans for developing China-German relations in the next phase.
Scholz will try to stress the need for continued economic co-operation with China, DW reports.
