On Wednesday, a second discussion was held on visa liberalisation with Kosovo under the Czech Presidency with ties, member states discussed the presidency's compromise proposal on request to link visa liberalisation for Kosovo with the functioning of the E system. “After a long discussion, no consensus was reached; member states, however, made significant progress in the negotiations”, the presidency has announced as long as the same one has stressed that bilateral discussions would return and try to finish work on this important issue as soon as possible.
European Union member states at the visa working group meeting have drawn up positions about a compromise, under which the decision on visa liberalisation for Kosovo would be adopted on November 2023, when implementation of the European information system and travel authorisation (ETIAS) will begin.
As the REL writes, from diplomatic sources this has been the compromise between France's demand for the provision of visa liberalisation to begin implementing the ETIAS, and the opposition of many other countries not to connect.
