Czech presidency hands over a visa-line bill, awaits member states response by 16 November.

The Czech presidency of the European Union has submitted its new draft to the member states for visa liberalisation for Kosovo, but the implementation date has been extended for a month, due to November of next year, writes Kosovo Public Television. “Exception from visa request will be implemented [...]
“Disfellowshipping from visa requirements will only be implemented by the start date of the European Information System and Travel Authorisation (ETIAS) and, in any case, not later than December 1st 2023.”, the latest draft reported.
With that, the silent procedure has been initiated, which implies procedures to simplify the adoption of a specific deadline for reaction to the member states.
In that case, by 16 November or 2, there is no reaction, namely, between the European Union's member state, then it is considered that the text is adopted and the visa file is passed to a political level.
A month's extension from diplomatic sources explains the fact that 1 November in the EU agenda still stands as a possible deadline when the ETIAS must be fully operational and, with that case, visa liberalisation comes into force.
In case of real extension ETIAS, then, is allowed to Kosovar to visit without delay on December 1st in order to ensure that the eventual technical issues at the European level do not allow free movement for Kosovo citizens.
If the text is approved on November 16th, the same goes first to ambassadors of member states after the so-called trialog, which includes all European institutions, the European Commission, the European Parliament, and the Council of Ministers. The EU.
The European Parliament and the ministers must again vote for liberalisation.
The European Parliament has been in favour of liberalisation for years, while in order The EU makes qualified majority, meaning 55 per cent of states vote which reflects 66 per cent of the population at large The European Union.
The Czech presidency still optimistic that all legislative procedures could end by the end of this year. / RTK/
