On November 21st, the second phase of the Government's scaled decision on license plates begins, after the ballot will have fines.

The Serbian list in October had warned that the first fine against Serbs due to the license plates would be followed by resistance.

For this, Borrell has said 21 November should not find Kosovo and Serbia without agreement.

Brnabyq, who is visiting Singapore, has stated that the license agreement for the plates must have been in place before November 21st, Tanjug reported.

She has also said Kosovo Serbs are asking for nothing but to respect Brussels agreement
