“I will call tomorrow an emergency meeting of Belgrade-Pristina Dialogue with Prime Minister Albin Kurti and Serbia's President Aleksandar Vuciq. We need de-progressing the situation, to stop going from the permanent management of the crisis, and instead to start advancing towards normalising relations”, Borrell wrote on Twitter.

Tomorrow's meetings are held a day before the Kosovo government's entry into force of the decision to fine drivers with illegal license plates issued by Serbia.

Earlier today, the European Union has announced that a high-level Kosovo dialogue meeting will be held on Monday.

The EU has said that Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, will be received in Brussels by EU High Representative for Foreign Policy Josep Borrell and by EU minister for dialogue Miroslav Lajcak.

Borrell will host the Vuchy Kurt first from 8am in the morning at separate meetings, and then there will be a trilateral meeting.

“Fokus of the emergency meeting will be finding a way out of the current crisis and avoiding any further escalation and tension on the ground, with emphasis on the plates and the return of Kosovo Serbs to Kosovo institutions. There will be a media statement by the High Representative at the end of the” meeting, the announcement said.

Authorities in Kosovo have announced that from November 22nd they will launch the pronunciation of fines of 150 euros for drivers in the north who have cars with license plates issued by Serbia, which Kosovo considers illegal.

Serbs in northern Kosovo, where they make up the majority, have warned that they will reject pronunciation and fines, as they have rejected the government's entire decision to license plates.
