Prime Minister Albin Kurti has been aware since summer of the Franco-German plan, which is now the main topic in the country's and region's political vocabulary. The government chief who has been a strict critic of past governments for lack of transparency, has managed to keep the secret easy during the summer months.
But the broken silence after publishing the news that a plan has been handed over in Kosovo and Serbia aimed at normalising reports between the parties, without formal recognition of Kosovo on Serbia's part.
October was the month the German franc plan was mostly provided details. It was confirmed by Americans and Europeans, saying one day it is expected to be published as a whole, without showing when.
In recent days, the parties have also seen deadlines to bring back the sponsors of the document's response to the proposal until it is not correctly known that they have done so for the time being. Attempting to reach agreement is being done by what is known as a diplomay”, but no broker visits to Pristina and Belgrade are missing.
High Representative Josep Borrell, late on Friday, via a video, discovered details about when the plan was delivered without entering the content section. The purpose of the proposal, according to Borell, is for Kosovo - Serbia relations to become more normal, writes Gazeta Express.
Before the summer we introduced the plan to both of Serbia and Kosovo in order to overcome the permanent crisis. We've asked for a comprehensive agreement on normalising relations between them, and I am very grateful to Germany and France for this proposal. We have received answers from both sides, we are studying them, and this is a good case that they should use so that reports between Pristina and Belgrade can become more normal let's say” said Borell.
“To move forward on the European globe this normalisation is very important and in the coming days we will see what their response to this proposal is and I hope it will represent some progress and a step forward in this” process.
Otherwise, in the first public response, about the contents of the document, Deputy Prime Minister Bislimi said he is closer to the Serbian side.
Meanwhile, even today it was about the proposal, Foreign Minister Ivica Dacic.
He said that for Vuciq, in the current form, the document is unacceptable.
The National Security Council accepted Vucinqi's conclusion of the Franco-German proposal essentialally unacceptable”.
According to him, the basis of the proposal is for Kosovo to be independent.
But, German Chancellor Olaf Scholz, speaking yesterday in Berlin about the proposal, said Germany and France are making efforts to push Kosovo and Serbia to sign agreements. He even seemed optimistic.
“You must reach an agreement. We and the French government are actively involved in the negotiations on the sides, and we hope that very soon we will have a process that both governments will move forward and understanding will be achieved. I hope we soon see a positive outcome. This process also requires patience and effort”, Scholz said after the Western Balkans summit in Berlin.
Scholz said the conflicts inherited in the Balkans should be resolved and that “this is good that we have the case and that we have achieved several steps”.
