An Association bill, Hoxhaj doubts that the German foundation has an agenda as in 2015

Enver Hoxhaj of The PDK, it says that the Association of Serb majority municipalities should have reference to Brussels' agreements and, above all, the Constitutional Court's opinion of it, not the drafts that have recently appeared in public.
Here he mentions a draft of the Association that, according to him, is derived from the German foundation Friedrich Elbert Stiftung.

It draws a parallel in the FES' involvement in the Demarket debate. According to him, this foundation has brought to the public speculation that Kosovo was losing thousands of acres of land in demarcation of the border with Montenegro.

Hoxhaj says Kosovo for forming the Association of Serb majority municipalities should base it on agreements signed in Brussels and the opinion of the Constitutional Court around it.
This document I think we should take very seriously. We have to refer to the 2013 and 2015 Agreement on Association, and, above all, the Constitutional Court's decision, which is super clear what character, function and what goals the Association can have if established in Kosovo”.
At the end of September, the Serbian pro-government medium “Novost” has written that Friederich Elbert Stiftung is committed to drafting an Association draft. But this foundation had denied Serbian media claims.
