The Kosovo government will have to show political will to draft the Constitutional Court of Association of Serb Majority municipalities, to confirm the Constitutional Court's decision, and to present it before the international factor. Arton Demhay, from the organisation “Arise”, says it is a step to address the problem, but not under Serb List threats.
This is the first step that the government can make as a good political will to solve the problem, it must not necessarily be convinced by threats to start creating association, because this may be dangerous in the future, because in the future to achieve something they can always threaten us in the same way, with the withdrawal of institutions, and that is absurd. The actions the Serbian List has done under Serbia's correction are absurd, and this shows that the whole of every Serbian individual who worked in Kosovo institutions, and especially in the northern part of the country, have been and are instructed by Serbia” said Demhaja.
While political analyst Ehat Miftaraj, from the Institute for Justice, says the US and the EU would not have to put pressure on the Government of Kosovo to establish the Association of Serb majority municipalities.
“Under no circumstances can that through blackmail such as the case of the Serbian List achieve their goals through minimit, encroachment or destruction of what has been achieved so far through the Brussels agreement, the most important is the transition of parallel structures to the structures of Kosovo institutions into trial, prosecutor and police. So such an approach, is neither based on trust nor contributes to dialogue in the future” said Miftaraj.
Differently, the US and the EU have asked the Kosovo government to immediately start steps for establishing the Association of Serb majority municipalities, and have also called on representatives of Serbia and Kosovo Serbs to respect their obligations of dialogue and return to Kosovo institutions to fulfil their duties, including police, judiciary and local administrations.
