Speaking in New York, Sullivan said it's “in US interest” to keep in touch with the Kremlin, the BBC reported on Tuesday.
His statement comes at a time when the White House refused to deny reports that Sullivan has led talks with Russia to prevent a nuclear escalation in Ukraine.
The Wall Street Journal reports that Sullivan has held confidential discussions with his Russian counterpart, Security Council Secretary Nikolai Pattrusev, and the Kremlin's top assistant for foreign policy, Yuri Usshakov, over the past few months.
Senior officials told the paper that American and Russian officials had discussed ways to protect themselves from the risk of nuclear escalation in the war in Ukraine, but were not engaged in any negotiations about ways to end the conflict.
Last month, Sullivan said any use of nuclear weapons would have “catastrophic consequences for Russia”.
Last week, the Washington Post reported that senior American officials have urged Kiev to give a sign to conduct negotiations with Russia and give up public refusal to discuss a war end, while Russian President Vladimir Putin remained in power.
