The decree formalised comments made by Zelensky on Friday after the Russian president declared four Ukraine's occupied regions as part of Russia.
“Putin doesn't know what dignity and honesty are. Therefore, we are ready for a dialogue with Russia, but with another president of Russia”, Zelenskiy said Friday, writes Sky News.
The decree clause, which was prepared by the Ukraine's National Security and Protection Council on September 30th, says “Ukraine decided to declare the inability to hold negotiations with Russian Federation President Vladimir Putin.
