SBASK rejects teacher assessment through testing

Following the suspension of the strike by trade unions tomorrow will start teaching in all of the country's schools. However, the debate on quality in education also reverts. The test teacher performance assessment process is rejected by SBASK and educators. Education acquaintances think that the teacher's assessment should be made while the ministry [...]

Education acquaintances think the teacher's assessment should be made, while the Ministry of Education has announced that it will soon open the competition for the admission of 20 new inspectors.

Teacher Florie Sejdiu in Natural Gymnasium “Sami Frasher” in Pristina, although she said she is willing to undergo a written test, said the written assessment is complex and there are many questions.

The assessment of teacher performance should be done through the Inspectorate, in other ways, the question of who will formulate that test, how will the test come, who does the questions, who will value us... the teacher assessment is complex and cannot be done with a test... I don't think it's an evaluation and show which professor deserves to work and who doesn't... I'm willing to take a test, at performance and inspectors to come to classes. Not just me, but all teachers”, she said.

The union representing the educators, the SBASK, is fundamentally opposed to having teachers tested in writing.

The chairman of this union, Nundman Jasharaj, says the only solution to raising the quality in education is to strengthen the division of professional inspectors who would go to school and monitor teachers during the education process.

According to him, educators are accepted with open competitions and prove they are capable of work.

“The U.S.S.S.S.S.S.S.S.S.S.S.A. has been declared before the time, and even that's why the MAST was declared, that the test assessment of the teachers' knowledge has no and will not be. We insisted on strengthening the division of professional inspectors who would go to school, class, and monitor it with the work the teacher did in his class during the learning process. We consider this to be the only solution, because professional inspectors would take a close look at the work the teacher did, they would see the eventual shortcomings, and it would be said and advised the teacher how to overcome the eventual weaknesses that he has without his purpose, because we teachers try to work but we can sometimes err in some era of the hour... Education workers have been accepted with contests to work with students and not to be tested, this degree received at public universities proves that they have been tested and prepared for the work market”, he concluded”, he said.

Edgoodd Institute Executive Director Rinor Qehaja has declared for Kosovo that education lacks quality.

He said that the teacher's assessment should definitely be done. According to him, failing to assess teachers is the result of negligence and bypassing governing institutions.

The education is lacking in quality, and this is evident, and it's evidenced by a lot of international loan reports. What we need to understand and react quickly is to correct that this question of lack of quality is not only limited as a debate over a lack of quality, but the debate encourages quick institutional responses to improvement of the situation... Educators must be assessed, their lack of appreciation is imposed as a result of a negligence and bypassing of government institutions, since the post-war we still do not have a literal assessment of a teacher's performance. To change this requires a restructuring of legislation regulating assessment, mechanisms and instruments that enable our teachers to be valued accurately for their work”, he said.

The Education Ministry has announced that the competition for the admission of 20 new education inspectors will soon open. Kosovo has been asked questions about the evaluation issue, but have not responded.

Test results P ISA is often seen as a measure of education in the country. Recently, Prime Minister Albin Kurti was also critical of teachers, charging that functional illiterates are being produced.

But Jasharaj says the poor level of students is not the fault of teachers. He has said such statements are reckless.

This 67% of students have proved illiterate, while some came up with worse groundless statements, that the teacher has illiterates. They are insults, slanders, in this situation we must jointly sit down and see where the flaws are. The flaws are that our schools are not supplied with contemporary labor tools, still working on foam and soles. Let's see what school discipline is, is the school independent or there is interference from outside politics, then look at the textbooks, are they more likely and correspond to the” program, he stressed.

We remember that the Union of Independent Trade Unions of Kosovo from August 25th began the strike in the public sector to temporarily suspend today, and in the event the requirements are not met will return to the strike in January. They are demanding planning and entry into force as soon as possible of the wage law, meeting the law on pension schemes and paying 100 euros until the adoption of the wage law. / KP/
